AMD Crossfire GPU issues

So i recently did a repaste on both GPUs in my Alienware 18 Laptop and i can say its working beautifully however there is still a few issues im experiencing. I use MSI afterburner and GPU-Z to monitor them and it seems the clock speeds get stuck at 300/150 and refuse to budge unless i enable overclocking in afterburner which they then go at max clocks for a sec then back down to 300/150. Whenever i make an adjustment to them they go back up to 900/1250 but then back down again.
Im currently running 16.12.2 and whenever i try to upgrade to 17.2.1 it blue screens my pc for some reason.

Also when i tried enabling crossfire in global settings in Radeon settings i got the failed to create D3D9 device error, what is this?

I have multiple times as ive had a bunch of driver issues, the problem is mainly with the 2nd card
 
so will it work properly when CF being disabled? from what i can see in this forum (for a few years) while AMD single gpu is solid their multi gpu often are much more problematic even if when they work they tend to scale much better than nvidia SLI.

Hmmmm i mean ive barely toggled it so im not sure, i did see some mentions of it. Will test to see

Update: Tested and no dice, no changes other then a slight performance decrease if anything

probably heat issues? thats what usually happens in laptops, what are the temps? because by experience heat is one reason why a GPU would dial down so it wont blow up. im not familiar with gaming laptops but is there a way to check each card individually?

some other remedy is as renz496 mentioned fresh install of drivers and if all else fails a total re install of the OS.

No i just did a repaste and temps dont go above 70-80 (before they were 70 idle and shot to over 100 in a few secs) also the second card does not heat up at all. I also had just did an os reinstall not too long ago im prt sure and the problem persists. Drivers ive been having lots of issues with and have uninstalled/reinstalled multiple times to get em working.

well if thats the case your best option is have a qualified technician look at your hardware (to avoid further damages that you might cause while trouble shooting), also are you sure you havent damaged any components? also maybe some loose plugs here and there.

Ive had bad experiences with technicians in the past so im very very skeptical. Im no expert but when i opened the thing up i didnt see anything out of place. Im positive i haven't damaged anything as ive been having this issue for a while, since i got the thing. Unfortunately only started noticing the issues a while after.

Update: I have updated the drivers through device manager to which it installed the wrong drivers (installed m90x when the cards are HD8970m) and i checked the clocks again and now its reverse situation as the 2nd card that didnt move its running full while the other one is stuck. It only moves once i push them past their normal 950 although sometimes they stay at max, despite this i get much worse performance. Im not sure how to get the correct drivers as i used both device manager and AMD autodetect.
