Powercolor Rx 470 Red Devil 4GB switching between bios, how to do it?

I don't know if I am seriously missing something here or am I just being stupid.. but could someone please tell me how do I switch this Powercolor Rx 470 Red Devil 4GB OC to Silent mode? I've tried to search for this information, but I've had hard time finding it.. Every review just tells about this and some of them says that it has to be changed manually, thats all.

I think that this card gets disturbing noisy, when my card temps get over 50 celsius and fans turn on and spins only with 43% speed. I tried 70% fan speed on with MSI Afterburner and my god it was loud. Never heard anything like that. I don't think it is coil whine tho.

I noticed also that when I was installing fresh Windows and there were no drivers installed that time, GPU fans went off and on to 100% fan speed constantly.. Same thing was on desktop. After I installed drivers, problem was gone but problem remained when I was on BIOS.. Annoying..

If someone could look into this, thank you so much.

same problem when i try to play games some somesound like trrrrr start's from no where when i turn off my games the sounds goes away,it starts just before the fans kicks in
