CPU for twitch streaming

Hi first time here,
I currently have a M5A78L-M motherboard with 8 GB RAM it had some problems with graphic card R9 270x so it's currently at the repair shop.
I have to get a new graphic card but after research I found out with my current processor, the FX 4300 I wouldn't be able to stream at all. I would like to upgrade the processor and graphic card but I don't think I'll be able to afford a Mobo upgrade too.
If possible can you guys suggest a decent enough CPU with AM3+ socket and a graphic card? (I have 600W PCU) I mainly want to stream SMITE if you guys want an idea of what I want to stream. I would like to record new and recent games too for YouTube
 
First, need to make sure about which model of mobo you have. If you have the
- M5A78L-M/USB3
then the link suggests an FX 6xxx processor is okay. FX 8xxx or FX 9xxx processors are not recommended.

If it is either
- M5A78L-M LX PLUS;
- M5A78L-M LX
- M5A78L- LE
then the mobo is suitable for FX 4xxx only.

If you wanted to continue with this mobo then you could consider an FX 8300 and RX 470 pairing.

It is a 95W CPU like your FX 4300 so some of the power concerns raised in the tier list can be addressed. Based on the performance difference I do not see an FX 8370E being a good choice. Here is a comparison of AM3+ 95W processors.

My final suggestion is actually not to upgrade, the AM3+ platform is dead and it is not a good value for your money to upgrade on this platform. Investing in a new platform is probably better. But I don't know the financial situation. A path you might consider is keeping the R9 270X and use the money to upgrade the mobo, RAM and CPU.

FYI, the new AMD CPU's are reported to have a release date of 02-Mar-17 and it looks like they will be giving Intel a run for their money.

1.So the Mobo is M5A78L-M/USB3
2.The suggestion you gave for the FX 8300 won't have any overheating issues with this motherboard right?
3. Your suggestion to not upgrade r9 270x is not possible because it doesn't work anymore so I don't actually have a graphic card, it probably got overheated :(
As for upgrading the rest of the Mobo ram and CPU I think I'll wait for the newer ones like you suggested, but I need a graphic card atleast so if you could suggest one that will go with the future CPU release and my current Mobo (little bottleneck is fine until I can upgrade it) that would be great.
P.s, financial situation isn't that good but the 400$ suggestion you gave just touches the borderline( I live in India so keep that in mind too :p )

2. I can't say for sure but I believe that it should be okay. The main thermal consideration is the CPU wattage and the FX 8300 is a 95W CPU. But you will have to make sure that your cooling is good, especially since you live in India.
3. Okay, dead card. Not sure of budget but I would be looking at a GTX 1060-6GB at least. Here is a suggestion and some other choices

Welp the one you suggested is wayy out of my budget, after some research I found out about GTX 950, 15k rupees ,it's right in my price range (I can chip in a bit more around 17k) will this be good enough for current games and future games? I could run GTA 5 at max settings on my R9 270x is this card better than it?
