Personally I would buy the best single GPU you can afford, multi GPU setups have always been flaky in comparison. You'll find in one game it will work beautifully and the next it will basically perform the same as a single card.

There is some interesting info about the future of mGPU and DX12, essentially a lot of the control will move from the drivers to the developer. Potentially this could be a good thing but most likely it will mean support for mGPU gets worse not better. People using multiple graphics cards represent a small percentage of the developers customers and this feature is likely to be one that is neglected when the project heads into crunch. It was thought that mGPU was going to be a revolution for multiple graphics...

Really what I am getting at is that I tend to avoid crossfire and SLI unless A) I was stupidly rich and it was the only place to go i.e. 1080*2 B) I wanted a cheap upgrade later in my GPU's life i.e. if I was able to grab a 2nd card really cheap to boost performance as the headache it can induce just doesn't seem worth the bother.

you can crossfire rx480 8gb with rx470 4gb.thaat'll cost you less than a 1070. but i agree with Dustybin here. its better to get one good card bc. crossfire/sli isnt very reliable and consistent.

2 RX 480s will perform roughly the same as a GTX 1070. However, Multi GPU setups arent always the most reliable ones, as Game performance can vary wildly from Game to Game. Also add to it the extra power you are taking in with an Additional RX 480 card, so heat will also be more. So all things Considered, I guess going for a GTX 1070 will be much better, considering Pascal GPU's Efficiency, and also Overclockability, which can add a little more "oomph" To your card .
