GTX 1070 running games at 1 fps - bad card or possibly other issues?

UPDATE 2/23/17

The new GPU came in today, and despite seeing a momentary return to decent performance, the issue persists!

Tried the second PCI-E slot and had the same problem with the new GPU.
Power shouldn't be an issue, I don't believe. All the connected drives and fans run properly. GPU fans run at max speed when adjusting the profile in EVGA Precision XOC.

CPU Z bench and stress test results are comparable to the i5-6600K processor.

I swapped out and tested the RAM using Memtest and different RAM configurations, but no apparent issues.

Is it possible the motherboard is faulty?

-----------------------------------------------------

For the past week, I've been experiencing problems with my EVGA GTX 1070 SC 8GB graphics card. I don't overclock my GPU or CPU, and I've only had the card for 3 months now.

Games that ran at 1080p / 60fps with Vsync enabled are running now at 1 fps, according to the EVGA Precision software.

I've tried moving the affected games to an SSD thinking it could be a faulty HDD, but the problems persist. Thinking Windows 10 could be causing the problem, I reformatted my PC and validated game files in Steam, but that didn't solve the problem.

I reseated the GPU but received no picture and removed the card. Integrated graphics work fine.

After a couple of hours, I reseated the GPU again and everything worked flawlessly, and I was back at 1080p / 60fps on Ultra settings.

Tried to run the same again yesterday, but they ran at 1 fps again!

I've contacted EVGA support and I'm receiving a replacement one, but I'm concerned the GPU may not necessarily be the issue.

Can anyone provide assistance as to what else might be causing the problem?

System Specs:

Intel Core i5-6600 processor w/ factory cooling fan
EVGA GTX 1070 SC 8GB graphics card
ASUS H170 Pro Gaming motherboard
24GB DDR4 RAM: 16GB HyperX 2033 / 8GB Crucial 2033
EVGA SUPERNOVA 650W G1 power supply
Corsair SPEC-02 case

Let me know if more information is needed, and thanks in advance!

If you're concerned about other components, just test them without the GPU in. Run a prime95 test on your cpu. Also download CPUz and do the stress test in there.Download memtest (requires flash drive or blank CD) and run memtest on your ram for a few passes (4-6 recommended for full check). If any of those turn up errors or cause instability you might consider other parts broken or faulty.

If the new GPU comes in and it also doesn't work, the slot on the board could be bad, or the power supply cable could have an issue. See if you can try a different pcie plug if that power supply comes with it.
Just throwing ideas out for testing different aspects not directly GPU related.

The games I attempted to open would start dropping to 1 fps as soon as they opened to the main menu and continued while trying to play them. If you want specifics:

DOOM was the first game I noticed with this problem. At the opening menu, 1 fps. In game, 1 fps. Switched from Open GL 4.5 to Vulkan based on feedback from other web forums and had the same issue. Lowered all settings to medium and resolution as low as possible and saw the same degraded performance with no improvement.

Bioshock Infinite was the second game I tested. At the game splash screen, fps dropped to 1 immediately. Moved game files to SSD and lowered all settings but saw no improvement. I think EVGA Precision was reporting temperatures of around 50 C; I didn't think anything of it since I've played it before with those temperature readings.

Strangely, ABZU was another game I tried and got 60fps while playing for a few minutes. As soon as I went back to the main menu, the framerate dropped back to 1 fps.

Thanks for the suggestions! There is another PCI-e slot but it will require removing the hard drive bays to install the GPU, but if that's what it takes to see if the motherboard has a bad PCI-e slot, I have no choice.

My replacement GPU arrived today, but the issue persists. I tried the utilities you recommended to test RAM and CPU but found no issues. I moved the card to a new PCI-E port, but I had no improvement. Is it possible the motherboard is faulty?

Thanks for all your advice. I've tried other means of testing the parts, including purchasing a replacement 850w PSU, reformmating Windows again, running Unigine Heaven and Furmark benching software, and updating the BIOS. It's funny because both benchmarking tests came back without problems or hiccups (over 60+ fps in Unigine Heaven with Ultra settings and Extreme tessellation at 1080p), but games are still lagging in performance. Even downloading and reinstalling the games did nothing, and they ran better with integrated graphics at the same settings. PCI-e port is supposed to be operating at Gen 3, x16 speed.

I'm in the process of getting ASUS to look at the card and RMA it, but working with their customer service and technical support staff is like pulling teeth. I've been burned by them to the point where I don't think I'll be buying another product from them in the near future.

I tried that before I contacted ASUS, but each RAM configuration gave me the same problem. 2 x 8GB Kingston HyperX Fury DDR4 and 2 x 4GB Crucial DDR4 (all RAM modules were rated at 2133 speed and were compatible with the motherboard) were the two configurations I used.

Update 5/12/17:

It's been a while since I posted about this problem, but I wanted to provide an update.

I spoke with ASUS customer service twice regarding the motherboard. They were convinced my problem wasn't a bad motherboard but a faulty GPU, and wouldn't test it unless I tried the GPU in another rig and confirmed the card wasn't faulty. Fed up with their quality of customer support, I left the PC unplugged for a couple of days and brought it to a friend who built his own rig. I loaded DOOM to try and replicate the problem, but the game ran flawlessly!!! It was both a relief and frustrating at the same time that the problem had somehow corrected itself.

Two months later, I haven't seen the problem resurface. Keeping my fingers crossed; I've invested too much now in the PC gaming space!

Thanks to everyone that provided feedback
