SLI/CF(X) are basically a last-resort option when no higher performance GPU is currently available/possible: few games scale well with it, which makes it worth considering only if the games you spend the most time with happen to be among those.

In every other case, you are better off with a single stronger GPU as that eliminates all the multi-GPU performance scaling and game-specific support concerns. I expect this to remain generally true even if DX12 and Vulkan explicit MGA become widely supported by game developers.

Once single GPUs become capable of comfortably driving games at 4k, there will be very few people left wanting to go any further.

The only way you can ever dual 1060s is if you play a game that supports DX12 Explicit Multi-Adapter as that does not require that cards be linked in any way (SLI/CFX bridges).

So unless the only game you'll ever play is Ashes of the Singularity, you aren't going to be running dual 1060s. Get the 1080.
