I'm at my wit's end trying to figure out the problem here. Yes, I have worked through the 31 step troubleshooting guide, still no solutions.

A few days ago, I tried my first PC build with my components. When it didn't output anything to the display, I tried breadboarding it, which didn't help. My motherboard will flash the DRAM LED when powered on, but it turns off after a few seconds. The CPU cooler and case fans also turn on.
I tested my PSU with a paperclip and it turned on fine. I thought the motherboard may have been DOA, so I had a replacement shipped.

Well 2 days later and with a new motherboard, all the same problems occur. I have no clue what to do at this point.

Specs
Motherboard: MSI Z170A SLI PLUS
CPU: i7-7700K
Cooler: Cryorig H7
RAM: Corsair Vengeance DDR4 2400
GPU: MSI GTX 970
PSU: EVGA Supernova 650

I have tried the following configurations while breadboarding:
MB connected to monitor by VGA, no GPU
MB connected to monitor by VGA, with GPU
GPU connected to monitor by VGA (with DVI adapter)

MB connected to TV by VGA, no GPU
MB connected to TV by VGA, with GPU
MB connected to TV by HDMI, no GPU
MB connected to TV by HDMI, with GPU
GPU connected to TV by HDMI

Any help would be appreciated, I am extremely frustrated right now.

Solution
The Z170 board doesn't have a compatible BIOS to run a Kaby Lake , you need a Z270 board , then your good to go.

You would need a Skylake CPU to update it , so get a Z270 and you will be fine.
It needs a BIOS update to support a Kaby Lake

Core i7 Kabylake i7-7700K 100 4.2 1M 8M B0 91 HD Graphics 630 1150MHz 7998v19.zip

It needs the 2nd to last BIOS. Only prob is you cant update it, if it doesnt post

Only thing you can do

You'll have to buy or borrow a CPU /(Skylake) to flash it then put this cpu back in

Take it to a shop and ask them to do it

Buy an updated BIOS chip on Ebay

Buy a Z270 mobo.
