my AMD 970 chip is getting really hot!

I am using the AMD 970pro gaming/ aura mobo with a amd fx 8350. the cpu is running at 4.5Ghz and i have windows 10 installed. windows 10 was running really well then it started to crash everywhere. I took the pc apart and rebuilt it and testing on the way. everything worked well then i noticed the 970 chip with a huge heat sink was burning hot. seriously it would burn your hand if you touched to long. the cpu stays cool though. i put a fan next to it to keep it cool but what is wrong? is the motherboard bad?
should i water cool the chip? if so what water block should i get?

tell you what get with this guy and see how his is doing ?? AMD chipset tend to get pretty hot like as you say it does all the work unlike intel

moosedoctor has one and seems to like it so maybe he will be nice and discuses it with you
