Trying to set up new systwm,will the average user see any speed difference in these two drives under normal use? When I say normal I mean,Internet,MS Office,and some other small programs.

Nope, there's no point going over an 850 Evo if you're only running OS and software off it, a 960 Evo I'd only recommend to people working with large amounts of video or data transfer regularly.
The time difference in booting up will only be about a second faster for 160% of the cost of an 850 Evo.
