R9 280x Fans only work when GPU gets hot

Hi so my R9 280x Sapphire vapor-x's fans only work if my GPU hits 80 degrees plus.
Otherwise both fans aren't working.
1)The fans do work though if set manually.
2)I've even tried deleting drivers using DDU and reinstalling but the problem persists.
3) Fans work up to speed manually.

Help please.

Running:
Windows 10 64 bit
i7-4790
Gigabyte HD3 mobo
16 gigs
Tx850 PSU

I think Sapphire might have implemented software like ACX, where the card has to reach a certain temperature in order for the fans to spin, and if that's not the case, check the website and such. If there is nothing pointing towards my theory, then your fans might be dying or a little faulty. Good luck!

This didn't happen earlier. One fan always kept running. Now it's like everything is silent for a while and suddenly it sounds like a jetpack in my room xD
