Just built my first system just wondering how far i can push it with the cooling i have. Also 1 intake 200m, 2 140m exhaust in a full airflow style case if that matters.

Its a mid tier cpu fan but enougth for a 7700k normal overclock, probably i would put my money on the 4.7-4.8GHz

All depends on silicon lotery, room temperatures, the concrete voltage values you need for stability, etc...

A realistic number can be around 4.5Mhz / 4.7Mhz for this you need a good cooler (not the stock cooler) or a AIO system to help you handle the temps resulting in overclocking you CPU

EDIT:
Sorry, your Noctuna U14s can handle some overclock, you will need to make some test in order to set you max OC with that cooler because there is a few things that can help you or held you back such ass room temperature, airflow in your case etc
