Windows 7 PC stuck on welcome screen after uninstalling avast.

So I decided to uninstall avast yesterday since I already had AVG and didn't think I'd need avast anymore.
Today when I came to start my pc up, it got stuck on the windows 7 welcome screen and occasionally flickered black.

I tried booting up into safe mode for a system restore but that didnt work either, I got the same problem.
I'm not sure how to go about fixing this, any help would be appreciated.

Boot from windows installation media and launch system restore from there.

Windows 7 was preinstalled on my computer so i don't have any installation media.

I know I have Windows 7 Home Premium, but i'm not entirely sure what version it is.
