Programs Running but marked not responding by task manager

Hi and Let's get to the point.

Most programs on my computer is running but marked not responding by the task manager. The program is still running (not crash) and i can still hear the music and even can play the games or using the programs.

The annoying part is for big games (the witcher3, farcry4, dark soul) when i tabbed out i can't tabbed in again from alt tb or the taskbar. Can only do it from the task manager then "switch to". Not a big deal but annoying.

For small games (minesweeper, K.S.P., Bastion) the games become twitchy and can suddenly minimize after serveral clicks. The effect is like when two windows overlap and we accidentaly click the one behind and it jump to the front, only this case it (somehow) clicking the dekstop and make the games minimized. It happens even if the games are on fullscreen.

The worst part is that it also affect adobe's programs, blender, and autodesk's program, and i can't work (the case is similar to the small games).

Somehow it does't affect any system related program (antivirus, uninstaler, tweaker, booster, etc)

No virus detected on kaspersky
No suspicious process on task Man.
Registry & trash managed by ccleaner
Other minor change by tuneup utilities

The main program (windows programs and services) works perfectly fine, so i have a deep acsess to the system if required.

I have a wild guess it may have something to do with a driver failure but i don't know which one since no indicators pointing at something on driver list. And i happened to uninstal and reinstal 2 drivers recently because of this (windows warns me to do so)

My specs are :
OS : Win7
Processor : AMDfx 8350
Vga : Radeon RX460
Ram : 4x4gb
(If you need more detail just ask)

Note : Please consider that i can't acsess online real time assistance, in short I can't go online with this Desktop. I can still download files from Laptop if required.

O mighty helper please help me for my family depends on it.

run tests

run prime95 smallfft with amd overdrive for about 10min. and post the thermal margin. If it´s negative, the CPU is overheating

run furmark stresstest for about 10 min. post the max. temp

check HDD/SSD with its manufacturer´s tool

update drivers from AMD.com chipset/sata and graphics

boot memtest86+ installed on an usb flash drive

all updates of Windows 7 including service pack 1 installed?

which motherboard is it? some motherboards can´t properly run an 125W CPU
BIOS version is up to date? Which one is on currently it ?

cccleaner and tunup utilities can be problematic and a fresh windows install would solve the problem
