Tunneling Steam/Battle.net and other programs

Hi,
Due to financial problems my family can't afford internet right now, so I am stuck with the wifi from a shop opposite my house. Unfortunately on this wifi I can only access sites on browsers and some programs like skype. Everything else that is connecting to the internet is completely blocked. I tried several vpns, however they only unblock sites and don't affect programs. I am mainly trying to connect to steam and battle.net. I found out that downloads through steam work, when connecting to my phone and when i connect back to the shop wifi the download continues. I heard that there is a way to be able to use Steam through programs like airvpn (not a freeware) or tunneling ports. I did not quite figure out how to do the tunneling of the ports.

Are there any other ways (free ways) of connecting to Steam and Battle net? If not can someone tell me how to tunnel ports?
