Based on this comparison:

It looks like your chip would work.
So, recommendations are so you can have a manageable experience.
Based on this and the information from earlier
"Comparison to the minimum required card. It looks like your card wont suffice based on testing between those two particular cards.
If it does for some reason work, it would be painfully slow or choppy."
It looks like you COULD in theory do it, but it would be at the lowest graphical settings, and it would be a rough experience.

•Supported OS – (64-bit versions only) Windows 7 SP1, Windows 8.1, Windows 10.
•Processor. Intel Core i5 2400S @ 2.5 GHz | AMD FX 6120 @ 3.5 GHz.
•RAM. 6GB.
•Video Card. NVIDIA GeForce GTX 660 (2GB) | AMD Radeon HD 7870 (2GB) or better.

Do you have 6gb of ram?

Any $399 computer is "crap tbh". If you only have a couple hundred and want to 'game' then spend it wisely on a PS4 refurb (last I seen $150 with alot included), and you will have much better performance than trying to 'force' a low end 'general purpose' computer to game when it is too poorly designed for such a function, an is a heck lot cheaper.

A proper game-enabled computer costs $700+, and if you want it to "look like Youtube video I saw" then you need over $1200 invested to get to 'that level'. That is desktop of course your doubling or more the costs for a laptop version same levels.

If you have a DDR5 version of the 240 you can probably play it at 720 low/medium settings, at around 30fps. The problem is the Watch Dogs games are not exactly well optimized, so it's a game where you'd want extra graphics card power, not less. If you have the DDR3 version of the card then I wouldn't recommend it. I don't think you'd enjoy the game at all that way.
