Possible fan issue MSI GTX1060 GAMING X 6GB

So I finished my new pc build:
ASRock z170 extreme 4
i5 6600k (not overclocked (yet))
Cooler Master Hyper 212x
16GB (2x8) DDR4 2133 mhz corsair RAM
MSI GTX 1060 GAMING X 6GB
Cooler Master G650M
Corsair Carbide 270R

Now when I first stress tested the GPU with Unigine heaven, the fans where off until 60 degrees (which they should be), but when it surpassed 60 degrees, only one fan started spinning at what sounded like 100% and the other one was still off.
I've read this forum thread http://www.tomshardware.co.uk/answers/id-3225905/msi-gtx-1060-gaming-6gb-fan-problem.html . The person said he touched the other fan, it started spinning and then both went silent and eventually shut down again because the GPU was under 60 degrees. So I did that too, same thing happened.
My question is: is this because it was the first time use of this graphics card, is it a faulty graphics card and should I bring it back, or should I wait a few days and see if it occurs again and if so, bring it back (I can still bring it back in 10 days)

This is my first pc build.
I've had the pc shut off, power supply turned off as well for 4 hours, turned it back on and it's fine.
