Updates failing constantly

Hi guys, so this is a pretty complex issue.
Roughly, every 5-6 months, my PC starts to lag, the best way to describe this is as such - when moving my cursor in circles the cursor lags every 2-3 seconds, also everything else is running slow as hell and I usually just format the hard-drive if the system restore is not proving useful. This happened again about a week ago so I did the same thing. One thing to point out though is that I have always kept the Windows Updates off. This time, since I couldn't open Teamspeak3, I decided to keep it on. So, I spent the whole night waiting for the updates to install, went to bed anyway, when I woke up and tried to switch it on it froze at ""Failure configuring Windows updates. Reverting changes." I used the Startup Repair Tool a couple of times, used the System Restore, and here is where I really got pissed. The point I used was just after all of the updates finished, at around 6:20am, however, when I restarted my PC, everything seemed to be fine except the update was gone and the PC was restored to 2:00am. I don't know what else to do, I can't install Teamspeak and the PC is running slower than usual after a System Format :/

Click the Start orb. In the Search programs and files field type in u.p
Under Programs click the Windows Update link.
Click the Change settings link in the left frame.
Under Important updates, set the drop down window to "Download updates but let me choose whether to install them" for now.

Install all of the offered updates except for KB982018 as that is the one causing all of the update's installation
failures. Restart the system.

Go back to Windows Update and set Important updates to the setting that you are most comfortable with. The Default setting is "Install updates automatically (recommended)".
