It is low. I expected more fps in csgo like 400+ but now i have 315-320 and i have a downgrade of 5-10 fps to games i used to play with 100fps or more
my ps is a be quiet 850W

In CSGO, you will not have an increase in performance. In fact, if you are lowering settings in an attempt to break 144 FPS in many of your games, you are looking at the wrong part. A GTX 1070 is probably 10 times more powerful than needed to hit 300+ FPS in CSGO. The problem is the game is CPU bound, and no matter how fast of a GPU you use, you cannot break past the barrier your CPU has set.

Now to the question, is this an intermittent problem?

Did you work on your PC recently? Could you be experiencing a little throttling due to heating issues?

What are the clocks on your i7 6700k?

I'd say make sure you do a clean install of your drivers, this issue seems to have come right after a nvidia driver update so it's possible the install was bad. If you have yet to do that update, install it and try again. Me and my friends have noticed if we don't keep consistent with updates that our performance actually decreases for some unknown reason.

I have 4.00ghz. No work was done recently. Heating is beyond good never above 50 in any game. The problem was found 1 week ago. I've seen people with the same specs hitting 500+ about the other games like GTA V i have 10 less fps, that's all
Curbo I will try.
