CAS Timing question

How much of a difference would I see with a cas timing of Timing 14-14-14-34 vs 16-18-18-38 on a 3200MHz quad set of ram?

Does this level of CAS timing difference warrant a $60 difference in price for a 4x8GB pack of ram?

If not, should I just go with the 3000MHz ram, and will I see any noticeable difference between 3200MHz 16-18-18-38, and 3000MHz at 15-16-16-35?

Don't suggest other types of ram, this is what I'm looking at getting. I'm shuffling parts around in my current build, and this would get me back anywhere from $50 to $125
I currently run 2x(2x16gb) Ripjaw V at 16-18-18-38 at 3200mhz.
I want those for the RGB (Call me what you want, I'm RGB'd out, and those are sweet), and it's still GSkill.
I don't really need 64gb, though I don't care either way. I'm just going to use the money to get a couple extra fans for something else, and some y splitters for my fans to make them more efficient (same PWM for pairs, vs two controller slots running them slightly different causing turbulence)

Just looking for a not so simple answer to a probably simple question. What real world effect would this have between those timings and frequencies? A few seconds loading time, or not even a second difference loading time all around? My build is already retarded fast (into windows in about 10 seconds and that's probably being modest) (reference sig for build)

EDIT: I understand already the simple answer is get the cheaper 3000MHz and attempt to tune it myself if I want the 3200MHz without paying/waiting for it. Even that isn't quite simple, but regardless, the question stands.

I want a technical answer, not a simple/quick/easy/filler answer. (sorry if this comes off as rude, I just like to learn these things)

The real question would need to be what the difference is in different usage conditions.

My dad insisted he build his PC and I'm not gonna lie, it's a little wonky. 3400mhz RAM with a i3-6100 and a R7-240. Cringe. It runs great and he doesn't see bottlenecks though cause he doesn't max out the GPU/CPU and the RAM usually sits at 2133-3.

So yeah, whatcha using that RAM for?
