MSI rx 480 Armor OC 8gb extreme amounts of problems

Ok let me start of by saying I have gone through so much waiting and agony with this build. When I first received all my parts and put it together, it wouldn't post. Turns out I got a wrong mother board. Ok, RMA, send back, get a refund, buy a z270mx mobo from gigabyte. Now It's the graphics card. My rx 480 experiences many issues.
1) When downloading drivers, crimson 16.12. 2, radeon settings can't detect my hardware.
2) Radeon settings app crashes after seconds being opened. (Radeon settings: host application has stopped working).
3) Fans don't start to spin in graphically intensive games. Rocket league and overwatch.
4) Rocket league gets error message, Application rocket league.e has been denied access to graphic hardware.
5) Overwatch gets error message, Rendering device has been lost. closing application.
6) Rocket league very choppy and stutters and flickers in between the desktop and game, causing freezes and forcing me to restart my PC.
7) constant turning on and off of fans in idle
Things I've tried:
1) using DDU to remove all drivers in safe mode. Reinstalling latest drivers from AMD
2) using Radeon driver removal tool. Reinstalling latest drivers from AMD
3) Changing PCI E slots
4) using Intel integrated graphics (which works with just Integrated graphics)
5) Resetting my PC
6) reinstalling Windows 10
7) reinstalling drivers from CD
8) repairing potentially corrupted files (PC didnt find any)
9) updating Windows
10) running things as administrator
11) disabling integrated graphics in BIOS
12) Turning off Windows Defender
13) Turning off Firewall
14) Underclocking
15) lowering Power consumption
I don't know if this is a driver issue, a Windows 10 issue, my physical GPU issue. I really don't know. I've tried everything and feeling really frustrated, discouraged, and irritated. really don't want to RMA unless necessary. Just looking to see if anyone has had these problems and was able to fix it. Suggestions are fine too.

CPU: i5 7600k
Motherboard: Gigabyte z270mx gaming 5
OS: Windows 10 pro
GPU: rx 480 msi Armor OC 8gb
PSU: EVGA 650 BQ 80+ bronze
RAM: Corsair vengeance lpx 8gb 2666mhz in last slot from right.
booting off of Sandisk Ultra 2 120 gb

I am going to wait and see the response for this because I am experiencing very very similar issues. My monitor turns off while I am watching just a simple youtube video. I changed to the onboard card and it works just fine. I think I will send mine back, I just purchased it mid March. My whole build is less than a month old.

GPU: MSI Radeon RX 480 8GB ARMOR OC
PSU: EVGA 700W 80+ Bronze Certified ATX
