Two NVIDIA Graphics cards but only one works at a time

I recently inherited a co-workers PC at work when they received an upgrade.
The machine had two NVIDIA GeForce GT430 cards in it but apparently the other person using it only ever used one as they couldn't get them both to work together.
I have wiped the machine and installed Windows 10 Pro and then installed the NVIDIA drivers and updated these drivers but I cannot get the two Graphics card to both work at once.
Both cards work if I use them individually and I have swapped them around to check both the slots work but it seems only one card will work at a time.
If I have both cards plugged in with monitors it seems to be the lower slot that works.
I cannot find a setting in the BIOS for anything other than the inbuilt graphics.
It seems a shame to have two cards and only use one.
Any help would be greatly appreciated.

Motherboard ASUS M4A89GTD Pro
Processor Phenom II X4 840
RAM 16Gb
2 x NVIDIA GeForce GT430
Windows 10 Pro
 
GT430 is a low end card, it is not capable of SLI.
Also motherboard ASUS M4A89GTD Pro is not SLI certified (it supports Crossfire though - with 2 amd cards).
