looking to rebuild a computer

I would like to rebuild a computer using a dell demension 3000 shell. Would it be possible or should use another case.

You might be able to, but I wouldn't recommend it. You may have trouble with proprietary front panel connectors or the PSU if you intend to re use that, too. An aftermarket case would be easier to build into and you avoid problems with the connectors and clearances for certain parts such as the PSU, CPU cooler and graphics card.

A couple other things to consider are the motherboard mounting and the front panel USB ports. If that PC used a proprietary motherboard, the standoff's may have a pattern that won't work with aftermarket boards and the USB ports will be limited to USB 1.0 or 2.0 (whatever they are) and not the 3.0 found on modern motherboards.

You probably could.
But it looks ugly (imho) and would have rather weak performance in terms of cooling.

You technically can as that is a legit computer chassis which used to hold components etc, but if you wanna upgrade you better spend a few extra bucks for better airflow and sturdiness. In truth, a good computer chassis is around 50-60$ its not much and they are very efficient for the price. Here's a few of my recommendations

Cooler Master Haf 912 ~ 60$ (sturdiest case i ever owned, also very heavy however)
Corsair 100r ~ 50$
Nzxt S340 ~ 60$
