New Ultra low-noise & wattage budget PC based on Win 7

Hello guys.
I put my PC for sell and think to bought a new one.Will use it for gaming mainly, but I'm not into overclocking things and will use CPU/GPU on their based frequency.
Also I want to make ultra low noise and powered required, but powerful budget PC.
I read many reviews and benchmarks about CPU's and Windows versions these days and I'm really confused at the moment.
I'm trying to use Windows 10 a couple of times, trying to remove pre-installed apps, stopping Defender, Updates etc., but it's make me mad after few hours of using, it's just a ported mobile OS and it's useless on PC.

So I want to using Windows 7 in the future ( I don't really care the end support date is 2020).
I see Ryzen & AM4 on the horizon, but they're Win 10 Only also, so I'm not interested of them.

I'm wondering what CPU to take, my favourite ones are i3-6100 and i5-6400.
Their price difference is very much (around 75-80 euro), but the performance differences are not that much, about 5-10%.

My other parts I think to take are:
MB - Gigabyte GA-B250M-D3H
Videocard - GTX 1050 Ti, 4GB, Palit StormX
Ram - Corsair Vengeance 16GB (2x8GB) DDR4 2400MHz (CL16)
Case - ATX Zalman Z3 Plus (4 incuded fans, 2 with fan control + 1 extra fan Noctua NF-S12A FLX (7,4 dB with U.L.N.A.)
PSU - Be Quiet B8, 550W (dB(A) at 50% load 14.7)
HDD - SSD 240GB Kingston (my current one), New - 2TB Toshiba DT01ACA Series, SATA 6Gb/s, 7200rpm, 64MB, 3.5"

I'll be grateful to hear your opinion and to help me to take the right CPU for me.
Also you can comment my other parts I wanna take, but remember, the idea is - low wattage, low noise budget PC with good performance...and not on a final place - Win 7 full support, instead of KabyLake & Ryzen family..

Defender protects your system, window update provides updates to. Ake it run better. I don't know you would want to disable them. Ona new system, windows 10 rocks. I boot up in under 7 seconds at my desktop and use my PC right away. I would never go back to 7. As time goes on, more games and software will be windows 10 only.

You want low power many Lake had awesome low power chips

Defender doens't protect anything ever. It's very annoying in Win 10 and it's not working like in Win 7.
Windows Update option in Win 10 fails in 90% of time, it's stuck on updates or updates are very very slowly, sometimes it's not giving you to restart your PC when it's stucked on updates etc.
Also I'm try to fix 2 laptops under Win 10, and just because Win Updates stucks, their HDD usage goes to 100% everytime. I'm trying to fix them - no success. It's not doing it that thing on my PC,but still it's not my OS for sure.
Your boot under 7 seconds is in sleep mode, you can't boot normally for that time for sure.
I don't want low power CPU's like TDP 47 watts, but now I'm on TDP 125 CPU and video <225 Wattage usage, so you can make your calculation. Just want modern CPU 65 TDP

The thread is not for Win 7 vs Win 10 battle, I don't want to use Win 10 ever again, so I just want a system based on Win 7.

I'm not get rude, but I still don't wanna that kind of OS or brand wars.
Just trying to using Win 10 for 4 times, everytime I have different problems and issues. It's a perfect OS for mu Lumia mobile phone, but not for the desktop PC. The OS is absolutely 1:1, m$ are very lazy to make PC version of that OS and they just copy-paste things literally.

That case is too expensive man, it's 2-3 times more than Zalman Z3 Plus, not worth it I think.
I'm with Corsair Vengeance 16GB (4x4GB) DDR3 1600 MHz right now, so I don't think to downgrade to 8GB DDR4 in the future, it will be minimum of 16.
I'm checking MSI motherboards, you're right about the fan control, but is that will support the pre-installed fans of Zalman Z3 Plus case or Fractal Design Mini, they both using 4 pin connectors I think?

With your last sentense you mean, I must take gtx 1050 ti dual fan or I get it wrong? That will make it more noisy at all, hmm?
