Upgrading from Playstation 3

I still haven't upgraded from PS3 and want to start PC gaming. So what would be a build that is comparable to PS4 performance at the cheapest possible price (without cheaping out on components that you shouldn't like PSU)

I can see how my wording was a bit confusing. I mean hardware that will perform as well as a ps4, not hardware the same as Ps4 or pc version if that makes sense. I refer to the ps4 just to show the sort of frame rate and graphicsi want as i don't want to spend too much but want it to perform well enough.
My budget is however much that costs.
