Bottlenecking? throttling? dying part?

I honestly don't know where to turn with this problem because it's so bloody random, i have a really ott rig, i went all out to make my dream machine, had an expert put it together, but i have been having some problems, i can run any game perfectly smooth on all settings, i have a 10 core processor so easy right?. if i try to record using bandicam, or obs however they both start screaming high cpu usage and crying at me, i've tried turning all game settings to none and recording settings to garbage but this exact same problem persists no matter what the settings are, so i assume the problem lies outside of the software and games, but i just need to identify it.

Wow, you weren;'t kidding with OTT. Dual 1080's and a 6950X ..... for 1080p/60hz??? and 128GB RAM??

There is a recording setting in Bandicam, where you can specify priority if you're using anything greater than 'normal', try selecting normal instead.

it's on normal, i've tried others also. idk what it is, just annoying i've put everything into this machine, and it just kinda blows chunks, thing is right it's whenever the cpu has to move at all, once on a game and it hands over to gpu, it's good runs smooth as anything but if i hit record and involve the cpu again it want's to die, i do wanna say one of the core's is permanently on 100% while all the others do virtually nothing,

i think a program somewhere is controlling my cpu speeds but i have no idea where to start :/, like instead of letting it freely sit on a good speed to do everything with a breeze it feels like it chains it up, so when i start wanting to do something it's like "oh you need this now? sure let me go get it for you"

Can you post your processes in Task Manager?

You don't appear to be the only one suffering high CPU usage while recording...... I have a suspicion it's related to the high FPS you're trying to record from dual 1080's (at 1080p), but that's not really founded on anything, just a guess of mine.

Unless there's something hogging your resources, which will be obvious from task manager...... I'm really not sure.

Got a new front, this is a shot in the dark, but i just noticed when recording my hard drive goes all over the shop, that would explain why no matter what settings its on it still bottlenecks, is there anyway to increase performance for my drive?
