Asus Strix 1070 OC Fan Revving Issues

So I recently (Monday) bought a Strix 1070. I love the card, but there seems to be a problem with the card. No matter what i set the fan curve to the fans seem to just keep starting and stopping.
Originally I thought it was the temp fluctuating between temps, but that doesn't seem to be the case. Setting the curve to start at 30, while my GPU is running about 35 idle, the fans still fluctuate. Does anyone have any ideas?
I really don't want to RMA a brand new card for how long that is going to take, so I would try to return to Amazon if it can't be fixed on my end.

Is there a specific way to make sure none of the software is affecting the fans so i can test?

Okay so I disabled the fan curve in MSI and set the card to gaming mode in GPU Tweak to ensure that any custom fan curve wasn't on.

Ran the valley benchmark at ultra HD 1080p and let the temps hit 59-60 and the fans came on like they should normally. They consistently ran at around 1250-1360.

Before I had a custom overclock. Could that in anyway have been causing it? I would prefer to have the overclock, but I guess I will have to skip it if its going to cause fan issues.
