GPU Running Abnormally Hot and Loud After Case Switch

I switched my PC from a Corsair Air 240 to a 400c. My GTX 980 FTW now runs at 75 degrees Celsius when at load compared to 65 degrees in the Air 240. I know the temps are ok, but the GPU fan speed is also at roughly %50 under load, which is my real problem, because they are so damn loud! I am using two Nf-a14's in the front of my case, an af120 in the back and a top mounted H100i GTX, which frustrates me even more, because I would expect to have much better airflow than the air 240 with a front mounted radiator and smaller fans. I was thinking that the 400c was thermally designed for a front mounted radiator, because it technically does not have support for a top mounted one and that the components would be cooler with the radiator in the front, but I don't know for sure. Please let me know what you think.

I also have one little question about my nf-a14's. They seem to be running abnormally loud. When both are at %100 fan speed they are SIGNIFICANTLY louder than two nf-f12's at %100. According to the specs, the nf-a14 is only 2db louder than the nf-f12, so I don't understand why the nf-a14's are so much louder.
