Just to add, you need to replace that psu ASAP.

Raidmax's unoffical name is "motherboard killer" these PSUs are bottom tier junk that are built to pass the 80+ certification with no regards to protecting your parts or having longevity.

Something as demanding as a 390 is going to wear it down really fast and then you will be extremely lucky if it does not your fry your GPU and Mobo when it dies.
Naturally the faster ram is faster and your 7th gen CPU and 2xx serries board will natively run 2400 without having to overclock it.

Now with that said you will likely not notice any difference from gaming.

Considering price is damn near the same you might as well get the faster ram, but if you say already had 2133 or found a spectacular deal on some, I wouldnt loose a wink of a sleep over it.

Mix and Match memory is never a good idea.
You never know what instability you might add. That is why they sell ram in kits of 2 or 4 as those sticks are cut from the same piece of silicon and tested garanteed to work from the facotry. That is also why when you do have a DOA/bad stick of memory the manufacturer has you return both sticks even if just the 1 is bad as they need to send you a new kit.
