I am trying to find the most economical device to implement at hospitals and nursing homes for nurses to do bedside charting. The application they will use is a fairly low resource browser based app, but has the following requirements:
Something like a Surface Pro would easily accomplish this, but cost too much. So far, I've seen some inexpensive notebooks that could do the trick for $450+ after upgrading to Windows 10 Pro, but I hoped there was something I'm missing that might save my client money.
[As a side-question which I hope will not derail the thread, I'd be curious if there is an android tablet, chromebook or other inexpensive device that can easily deploy a full browser like IE. Basically, all the criteria above minus the domain security requirement.]

Full Browser - A full featured browser is necessary, ruling out Android or IOS. Any browser should work, but IE is preferred by the software.
Domain login - For HIPAA security and access to printing resources, the device must log into the Windows Domain.
Windows OS - While I could probably do this with a Raspberry PI PC, android tablet, VNC or some other convoluted solution, for simplicity of administration, the device needs to be Windows Pro. Whether this is 8, 8.1, or 10 Pro matters less.
Portability - the device needs to be carried, so with independent power (battery) and handheld input (stylus/on-screen or bluetooth keyboard)
Screen size - A minimum of 8", preferrably 10+". No larger than 15".
Design - A design that is water-resistant, easy to clean, rugged, or otherwise suitable for a hospital where it will need to be cleaned regularly and shared by many users is a preferred, but low priority criteria.
