Custom PC Full Potential

Hey! So I recently (About 3 months ago) build my own pc! It's pretty nice, for it being a semi-budget build.
Here are the specs:
GTX 1070 Founders Edition
PNY 16 GB of ram
Intel i5 6600k
Thermal Take TR2 600 Watt Power Supply
H100i Liquid Cooling from corsair
Asus z170-a Motherboard

The reason I'm here is because I feel like my PC isn't running at the full potential that it should. Before I bought all these parts I tried to do as much research and benchmarks.
For example, GTA V would run at 80 FPS on high everything, but mine sadly isn't running high, and still hitting only 50-70. Don't get me wrong, I'm very greatful, but I rather be able to play games to their full potential if capable.

numbers are a fact.
it'd all 3 of the metrics for both components that are required to answer and potentially assist to resolve the issue.
there is no reason you should get less than 60FPS with those specs.
It's not a budget.
It's mid-high spec PC. well the PSU and FE GPU is questionable choice, but should not affect performance.
to understand the issue, there are few missing details:
1. monitor resolution and refresh rate
2. cpu and gpu temperature, frequency and utilization while in game.

Thanks for the response! I know for a fact that my temps are also not bad.
Monitor Specs: HP Pavilion 25"|LED 1920x1080 Full HD|Widescreen L, 000, 000:1 (1000:1)|Response Time: 7ms|1 x HDMI|1 x DVI
Also it has 60 hz
