Your specs are below the recommended system requirements of the game (but still above the minimum). Your FPS at lowest settings will largely depend on your gaming resolution.

If you are using a 720p monitor/resolution, at lowest settings, you'll get: ~ 45 FPS
If you are using a 1080p monitor/resolution, at lowest settings, you'll get: ~ 35 FPS
If you are using a 1440p monitor/resolution, at lowest settings, you'll get: ~ 25 FPS
If you are using a 2160p monitor/resolution, at lowest settings, you'll get: ~ 15 FPS
