Help! Motherboard Freeze at Splash Screen When USB Connected

Ever since I built my PC I've been having an issue with my motherboard. When a USB is connected (Memory, not keyboards or mice) and I boot it up, It freezes on the Motherboard splash screen. This has stopped me leaving my USB devices connected and I cannot update the BIOS (main reason why this is an issue). My mobo is a Gigabyte P67X-UD3-B3, I know it is old but I built a (really) budget gaming PC with second hand parts :)

Everything else is flawless, plays games beautifully, no freezes anywhere and boots up in no time. But this problem is very annoying and needs to be fixed!

USB has always worked in Windows, I had a small issue with a bad driver but now they go fine. I only have USB 3.0 on my case so I connected that to the front USB 3.0 header on the motherboard. The only issue I have is if I have a USB plugged in in any USB port (not keyboard or mouse) while I boot it up, it freezes on the motherboard splash screen. It normally takes around 10 seconds to boot into Windows normally, but I've left this on the frozen splash screen for minutes before switching it off and on again without the USB plugged in, which always goes fine.

The problem has been there ever since I built the PC, but I suppose that could also mean that it has been there in its previous owners build too?

Just restarted it to have a look in the BIOS, and HDD is set as first boot priority, with USB second. Though I found a couple of settings, one called 'USB LEGACY FUNCTION' and the other called 'USB STORAGE FUNCTION'. I'm not too sure what they mean, but they're both enabled and I haven't changed them since I loaded optimized defaults. Could these settings be of any help?
