Absolutely maddening problem with Microsoft controllers

I've been having a problem for 3 weeks now, and have spent upwards of 10 hours trying to solve it - not only can I not solve it, I cannot even find any mention anywhere on the internet of anyone else having experienced this problem. I'm about to completely lose my mind.

Xbox controllers (ALL Xbox controllers) have the exact same problem, which came out of nowhere - prior to this, everything worked fine all the time. The d-pad and the right analog stick are not recognized by any game or application, all other buttons work fine. I have tried 3 different Xbox 360 controllers, 1 Xbox one controller, wired and wireless, different USB ports, reinstalling drivers (and yes, the correct driver is selected, I even tried all of the available drivers just to be sure), disabling Microsoft Root Enumerator, even rolling back to an old system restore point - none of it has made the slightest difference. The Windows 10 controller testing utility recognizes the right stick and the d-pad, but the calibration function within that very same utility does not.

I would really appreciate any insight into solving or even identifying this problem. Thanks for your time.
