if my psu can handle gtx 660 can it also handle rx 480 ?

Your PSU can handle that setup (i5 4590 + gtx660) if it is a good quality PSU having a wattage of 430W and above. If you replace the GPU with an RX 480, then you need at least a 500W good quality PSU.
