You can go in steps:
D5 pump (may be with res lilke https://www.ekwb.com/shop/ek-xres-140-revo-d5-pwm-incl-sl-pump)
Some 240-320 res (for CPU only 240 is more than enough, for CPU+gpu 320 and up is enough). I like alphacool ST30 XFlow rads due to the flexability
CPU block - you can't go wrong with EK Supremacy Evo, but today, i'd get one of those: https://shop.aquacomputer.de/index.php?cPath=7_11_12_2694

300-400 euro is a decent budget for a custom loop. and yet, i'd leave the GPU out of the loop. GPU block will cost 130-150 euro and is not transferable to the next card. 970 just does not worth it.
What case do you have (to have an idea what you can fit in)?
