USB device over current status detected

I have the problem mentioned in the topic with my computer, but every thread i searched could not help me solve problem.

I have been working on my computer and tried to plug into the usb port one of my devices and suddenly, my computer turned off. After that it launched again and got stuck in "before-bios-screen", and I am unable to get into bios.

I have tried clearing the CMOS, taking out the battery for a long time and then turning on the computer, but now it only says computer device over current status detected.
Also, I have tried turning on the PC without usb cable attached to motherboard and without any usb device attached at all, ending up with same result
I do believe it may have something in common with me having no idea how I/O shield should be plugged in. Here are my specs:

Motherboard: Z170-P
CPU - i5 6600k
PSU - Thermaltake bronze (550 W i think)
8GB ddr4 RAM hyperx
Scythe fuma cooler
Gtx 1050Ti nvidia video card
