Ok so i am trying to revive my old pc. It has a ga-945gcm s2l mobo with 2gb ddr2 ram (max 4gb according to mobo) , an Intel Duo Pentium E2180 and a 160 gb storage(hdd). I have upgraded the psu to a cheap 450 watt which will be fine and better than the previous 250 watt one. Also i have put my old r7 240 2gb gpu. I am thinking of upgrading to 4 gb ram and changing the cpu. what are your thoughts?

If this is your mobo:

then it doesn't support any quad core of the time. the best CPU it does support is the Core 2 Duo E8600:

They are currently going on eBay for about $15-$20:

Going to 4gb with a 64-bit OS is a good ideal as well.

In your case, I'd get the C2D E8600 and a decent cooler and try to OC it. If you do get it, make sure you are on the latest BIOS to ensure compatibility.

I tried Windows 10 64-bit on a C2D E6700 and it run fairly good, but I ended up going with a C2Q Q9550. To get drivers setup properly, I had to install Windows 7 64-bit, then install drivers and BIOS updates, then upgrade to Windows 10. There were no drivers for Windows 10 for the hardware and I couldn't get the Windows 7 ones to go in. Might of just been my motherboard, but I tried a direct Windows 10 install and it didn't work.

Any significant performance change with a new CPU pretty much means a whole new PC.

New CPU = new motherboard = new RAM.
All that completely overpowers your R7 240, so a new GPU.
And then a better PCU to power it all.

Hey....a whole new system.

@USAFRet No i already have a system. This old pc is like a project for me to make it a decent low gaming pc. @Martel1977 the ram i found is like 15 dollars on ebay for 2 sticks of 4 gb total. And the cpu e8600 is like 15 dollars too. so i ahve to spend 30 dollars and I only have 17 dollars in paypall account.

I guess it depends on what OS you are running. If on XP, the CPU will probably give you a good boost, but if you are on Vista or 7, get the RAM. They are more RAM hungry and will likely benefit from it more. Ultimately though, both upgrades would eventually make for a better experience.

Unless the link I posted earlier isn't the right motherboard, then it doesn't support any quads. They name them but there is an N/A in the BIOS version, meaning that it's not supported with any BIOS version.
