How to examine Ram is good or bad?

Hello:
The other day, I purchased one stick ram that is an exact same as the ram in my PC from the 100% positive eBay seller and installed it.
Right after that, there was an awful and loud noise coming from newly installed ram area. Within minutes or so, the PC was unable load any data, including non-usable USB slots. The seller denied about the defective ram but accepted its cancellation.

My question is;
How to tell the newly purchased ram is good or bad? Is there a diagnostic tool for ram?

There are several older and slow PCs(XPs and Win 7) in my household and needs to 'memory upgrade' which I've been doing for the past weeks.

Since this incident, I started looking for the reputable seller, such as Crucial com. to purchase memory/rams. It might be a bit dollars to pay, but it's worth rather than need to spend a number of hours for fixing and frustration caused by the unreliable product/memory. However, I never blame eBay seller who appears to me that he was completely unaware of bad memory seeing '100% positive seller.' Hopefully, never happen this to anyone who needs to upgrade memory.
