Motherboard receiving power, PC not turning on.

Hello, this is my first time posting on a forum like this so i hope i'll be able to resolve this problem.

Back in January I bought a new hard drive and case because my old case was too small to fit everything. I got my brother to help me transfer everything into the new case, but the only thing that happens is a small green light on the motherboard and a high pitch sound. This is the first time i've done an actual transfer, and i've upgraded parts to keep up with new games until now and it's always been working perfectly. My brother tried the one by one method, where you try everything one at a time to see what went wrong, but nothing is turning on or working. We tried putting it back into the old case but even that didn't turn on.

I wanted to know if you'll be able to help.

Specs:

Mobo: Asus P8H61-M Pro
CPU: Intel i7-3770 @ 3.40GHz
CPU Cooler: Was included w/ the CPU I believe
Harddrives: Seagate 1TB Firecuda & Seagate 2TB Barracuda
RAM: 8GB DDR3 (Sorry i don’t know the specifications, though they may be 2x4)
PSU: EVGA 500B Bronze
GPU: EVGA GTX 960 2GB
Case: Gamemax-BK Full Tower

Please note that I don't know any of the technical wording such as BIOS and other terms, and I don't have any money to actually get any new parts.

EDIT: I don't know if this'll help, but we think it's an issue with either the RAM, Motherboard, or CPU. CPU is unlikely however, since it hasn't been moved out of the motherboard and it's covered by a fan.

The PCIe cable is plugged into it, but it still emits the high pitch sound
