is this okay for cpu temp?

my cpu temperature goes up to 14 c when doing things like watching videos 8 c when just on Skype when doing art programs like gimp 13 c when gaming even higher but has not gone up to 40 c my cpu is an amd fx 6300 and the cooler is an noctua nh-d15s

You should have no cooling issues, but only AMD Overdrive accurately reports thermal margins (number of degrees to thermal throttling). Check what the thermal margins are, but you're fine if they never get below 10°C (a 0°C thermal margin implies CPU throttling).

Then the CPU is rather hot and it's getting close to the throttling point. Unless you overclock, your cooler most likely is able to keep the thermal margin way higher than 10°C at full load.
