So my PC I've found has a major bottleneck with my 860k/RX 470. I only have a budget of about 200$-230$. What would you guys recommend I get in that budget. I was looking at the new G4560 but I can't seem to find anywhere that has it in stock, and the i3-6100 was looking good but I need recommendations for a motherboard and that will involve me getting new RAM, so any suggestions to go with that card to be able to play games like fallout 4 and GTA V?

Where are you buying from? The G4560 is a great price/performance CPU and would work well as a upgrade.

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Pentium G4560 3.5GHz Dual-Core Processor ($61.99 @ Jet)
Motherboard: ASRock B250M Pro4 Micro ATX LGA1151 Motherboard ($78.99 @ SuperBiiz)
Memory: G.Skill NT Series 8GB (2 x 4GB) DDR4-2400 Memory ($57.99 @ Newegg)
Total: $198.97
Prices include shipping, taxes, and discounts when available

Would it be smarter to buy only one 8g stick instead of 2 4g sticks in terms of upgrading down the road? How much of a performance difference would it make?

It's a small performance difference (2x4gb > 1x8gb stick) although I couldn't tell you how much of a difference it would be. Even if you went with 2x4gb now then got another set for 16gb total that would last a considerable amount of time since 8gb is still relevant for gaming.

For example a buddy of mine has only 4gb DDR3 and games with me on the Division & BF4 with decent FPS (45-55).
