Hey I've noticed latley a buzzing sound coming from my h115i when i put my ear close the the fans/pump is this normal?

It is normal for a hum or buzzing sound from the pump. Check your temperatures to check it's doing its job.

I get 60c after 10-20 mins of prime95 Small FFTS, stock 4790k, I have also heard some rattling butI think it may be the fans since i remember having issues getting one in on installation

OK your temps are good and you should not be using P95. It's too harsh for any extended time when OCing. I only use it for MAX 10 mins as an initial test for stability.
Yes with standard fans on the H115 do vibrate a little. I changed mine for MB (Mag Lev) series fans which have 4pin pwr connections to allow variable fan control and very quiet. Worth considering for the quiet moments.
