I wanted to share my PC but want my files completely separate and invisible to the people I share it with. Is there a way to make different windows accounts access different hard drives (I can clone my drive to accomplish this I've done it before). Like if I go on one windows acount I have all my files and programs and if I go on the second account(the guest account) I don't want to be able to see any of the files or programs or anything from my main account on it.

Not really, no.
No matter how hard you wall it off, a physically connected drive may be read by a different account.
Especially if that other person has admin rights on 'their' OS instance and drive.
Or, simply boot from a Linux LiveCD, and see all connected drives.

Removable or hotswap drives is what you really need.
