Xbox Scorpio 4k?

How is it possible that the Xbox Scorpio will cost 399, yet have 4k graphics? I'm planning to build a pc for 1.2k, should i just scrap it and get the Xbox Scorpio?

No. It remains to be seen and priced.
I highly doubt it will max out a game in 4k. Maybe medium graphics in 4k. Build a pc, but you'll need to spend around 2 grand to get 4k ultra settings. If you don't mind sli, getting two 1070 is a great option. A single 1080 struggles to max games out in 4k. The sli 1070 beats a titan x in some cases.

It upscaled. It's not true 4k. Just like the Xbox one S and the PS4 pro.

Anything that ends up being considered "4k" is drastically altered over what could be true 4k.

It's literally old fashioned smoke and mirror tricks to make it look like 4k quality.

Get a PC. I just built mine with your exact budget and let me already start this off by saying, It will probably annihilate the Scorpio. Get a good pc. It will be worth it in every aspect possible.
