I have 8gb of RAM installed and Windows tells me only 3.95gb are usable, how do i fix it?

I have looked through other articles with people who have similar issues and i have attempted some solutions but to no avail. I can provide more details if needed. Please help! Thank you!
 
Solution
Use Memtest86 from a USB stick to verify your DIMMs as you may have a failing module.
Check the DIMM slots are free of contamination and modules are seated correctly.
Check your msconfig in Windows, go to boot, advanced and uncheck number of processors and maximum memory.


What is your OS dukea88. 32 Bit or 64 Bit.?

32-bit versions of Windows have low memory limits. The maximum amount of RAM supported by a 32-bit version of Windows 8, Windows 7, Windows Vista, and Windows XP is 4 GB. if you have more than 4 GB of memory, you’ll need a 64-bit version of Windows to take advantage of it.

I have a 64bit version of Windows 7. All 8gb of my RAM have worked before, but just recently it started only lettibg me use 4.
