How do I run programs from HDD, that was previously on a different computer?

So here's my situation:

I have two 1TB HDD that were both previously connected to a desktop computer.

I can connect the HDDs one at a time via a SATA-to-USB cable.

I have programs on them that I want to run on the new laptop.

Previous OS was Windows 7 Ultimate (64-bit). New OS is Windows 10 Home (64-bit).

How do I run programs that were installed on those HDDs when they were connected to the old desktop?

You reinstall those programs onto your current computer and OS. You cannot just plug a HDD into a computer (even if it does have an OS on it) and run installed programs from it.

It depends on the program.Most programs create extra folders in ProgramData or User/AppData/Roaming or User/AppData/Local.
If you copy those folders in your new HDD the program will work just fine.

I'm actually trying to use Photoshop and Premiere. Would you happen to know if there's anything else other than the AppData folder that I need to copy?

You have to reinstall those programs onto the primary boot OS. In addition to the hidden files that are created, there are also registry entries created. Those, you cannot (or probably should not attempt to) copy over.
