Asrock 970m pro3 usb issues

Hey guys,i'm having issue with the USB on my Asrock 970m pro3
its a new build so i have no windows installed as of yet
Everything works,CPU,memory,video card,DVD drive and HDD are all detected at post startup.
Here are the specs:
PSU: Corsair HX850w
Motherboard: Asrock 970m pro3
CPU: Amd FX8320
Memory: 2x4gb corsair vengeance and 2x4gb g-skill ripjaws(currently installed 2x4gb corsair)
Video Card: Asus Ge-force Gtx750 OC edition
HDD: Seagate barracuda 250gb
Again everything works
I'll try to be a specific as possible
The issue i have is when i power up the computer it seem to freeze at the post screen(f2 for setup f11 for boot etc...) all lights are on on keyboard and mouse and that's about it unless i repeatedly press F2 then i ear a beep then freeze.
i tried reseating cpu and memory and reseting bios and still have the same issue
i tried an old 2gb stick of memory(installed in current pc) also tried my current pc cpu (AMD PhenomII X2 555) and still nothing
I'm at a lost ,help would be greatly appreciated

That board is a poor match for a 125w CPU , has a poor power phase and thermal design.
That's why they have this warning for FX 125W CPU's.

For cooling the CPU and its surrounding components, please install a CPU cooler with a top-down blowing design.

The board runs real warm.

Thx for the reply

As i mentioned in my original post,i tried my phenom x2 555 which i believe is an 80w cpu and the problem still persist....Would the psu be too much for the board ? and/or running a better cpu cooler help ? currently installed is a thermaltake tr2 r1

Took the battery out this morning before going to work and just put it back in,not sure what i did but i can now restart using the ctrl-alt-del i can hit f2/del, f6 and f11 then nothing just a beep and a black screen
looking around other forum im starting to think this board was a paper weight right out the box
