Enthusiast Level Video Editing Build Suggestions

I've been out of editing and keeping up with PC technology for a few years. Looking to update my circa 2008 system. Rebuild is for dual purpose: (1) general use, and (2) enthusiast level video (and photo) editing. For video a chunk of the work will be digitizing VHS and moderate editing with graphics, transitions, perhaps v/o and music bed. Will also do edits to 1080 video from consumer level camera. Would like ability to expand to 4K in a year or two. Will likely use Adobe software and potentially 1 or 2 creative/effects software add-ons. I have a full size Cooler Master Cosmos 1000 case that I'll use for the rebuild. While I have 4 HDs (3 are WD 150GB 10K RPM, 2 in a raid config), and a 750 GB HD for storage - I don't know that I'll realistically want to keep them. Ditto for a pair of 2GB Corsair DDR2 RAM sticks. I prefer to avoid liquid cooling if that is reasonable. I would like advice about practicality of retaining my pair of Samsung 215 TW monitors. I will need new OS (may be able to get from daughter w/educator discount). Have mouse and KB, unless there is a great mouse for video editing. Target total cost is <$1,500 to create a strong performing, reliable build, if that is possible.

First, bad timing to build as Ryzen (AMD) is being released, parts are available now for pre-order for delivery on 02-Mar-17. Preliminary results indicate there will be a major shift in pricing and performance over the next month or so.

Here is an Intel build based on the i7-7700. Setup your 3 WD 150GB in RAID 0 to use as a scratch drive. You won't need 450GB but the addition of the third drive will increase the read/write speeds. The SSD can be used for your OS and programs. Added a 3TB for file storage. The GTX 1070 is very capable for video editing, having the 8GB of VRAM is a help. Gave you 32GB of RAM with an option to upgrade to 64GB total.

Okay, a 4K system is not possible at this price point, you would need a GTX 1080...

Okay, a 4K system is not possible at this price point, you would need a GTX 1080. But this system will work fine at 1080p.

Your monitors are old and only have a native resolution of 1,680 x 1,050. You won't be able to get true 1080p on them. Okay for now but you might want to start developing an upgrade plan. To upgrade this system to a 4K system I would plan on getting a GTX 1080, another 32GB of RAM and new monitor(s).

Really appreciate your suggestion, imsqam. I am just now easing back into updating myself on build technology options and do not plan to begin buying/building for 2-3 months. I am curious to learn more about the expected shift in pricing and performance from the new Ryzen (AMD). I'll Google it, and in the meantime I will welcome more suggestions/comments about my planned build (and Ryzen) from you and others.
