Hello,
I would like to build a desktop computer will be mostly for office work, internet surfing etc. However i would still want to able to play a few games at mid settings with above 80 fps. The following games are League of Legends, Guild Wars 2 and Witcher 3. What i need from you is to provide me with recommended builds and if is possible a link to website that i can buy the parts. My budget is around 800 euros but anything cheaper would be better.
Any advice and suggestions will be greatly appreciated.

Core picks:
Graphic card: RX 470/480 4GB: ~60+ fps at 1080p High/Ultra.
PSU: Corsair CXM 550W enough stable power for all builds, and will support most upgrades. Semi-modularity helps cable management in the smaller mATX case.
Case: Cooler Master N300 budget case with good airflow.
1TB HDD, self explanatory, but can be removed and switch to a SSD if you already have other HDD/HDDs.

RAM: 16GB is possible for 1st build and is enough for everything out there, 8GB will mean that for a few demanding titles out there, you may need to close all background applications before launching it, it's still enough for most titles out there though.

B250 chipset: budget choice that is guaranteed to support Kabylake CPU.
MSI B250M Mortar : good look, heatsinks on VRM, Intel LAN, LEDs, four DIMM slots, two M2 slots.
ASROCK B250M Pro4 : heatsinks on VRM, Intel LAN, four DIMM slots, two M2 slots.

i5 7500/7400 : 4 cores / 4 threads, 7500 has good clock 3.4-3.8Ghz, 7400 less so (3.0-3.5) but should still performs well for most tasks.
Pentium G4560 : 2 cores / 4 threads @3.5Ghz. Best value CPU, paired with a sufficiently powerful graphic card it'll do most games just fine. Certain area in the Witcher will gives this CPU trouble, but even then you should still get 30+fps with the settings maxed out.

Monitor and kb/mouse however are just selections that would have left the most €€€ for the rest of the components

Now, to places you can shuffle or cut back to save money and the downside of doing so:
A GTX 1050 would get you to ~60fps @ 1080p Medium on the Witcher 3.
A RX 460 would get you to ~47fps @ 1080p Medium on the Witcher 3.
The Corsair CXM 450W should still provide enough power for the build, just with 2 less SATA connectors (4 total; with both MB have 6 SATA ports, 2 would go to waste)
A Seasonic S12II 520W should be cheaper than the Corsair CXM 550W and still of good quality. but it's non-modular and would clutter up the inside of the case.

Thank you for taking the time to share all of that great information with me. Your support and advice have been extremely helpful. I still have one more question regarding the difference in performance on the Sapphire Radeon RX 480 4GB NITRO+ 4G vs the Nvidia GeForce GTX 1060 since the are both around the same price i think.

The GTX 1060 that is around the same prices as the RX 480 4G is probably the 3GB version (which actually has less CUDA cores, and therefore also slightly slower than its 6GB RAM brother).

If you're willing to accept that some titles (whether by default or through mods) will exceed the 3GB VRAM and require you to tone down the settings, the GTX 1060 3GB is a great choice.

If the price of the GTX 1060 6GB is actually similar to the RX 480 4GB where you are, then get the GTX 1060 6GB instead (somewhat more performance with lower power usage).

Raptor I would like to have a conversation about a similar build as the first one you gave.

a good i5 6600k 3.5ghz with a z170z m5 or m7 mobo 8gb or gskill/hyper x/patriot in a roomy case like the phanteks entoo pro a 750 watt evga bronze psu and a couple of extra fans. liquid cooler is nice and they have 120mm sealed units to keep system cool. then drop in a nice little 1080p 20 inch or higher monitor. make sure its adjustable up and down so your head is at a good angle.
