Gtx 970 not detected please help

Somewhere in feb I decided to update my new vid card then bam !
Blue screen (a regular blue screen not the blue screen of death this happens when my monitor can't detect the video card or my ps3) and it's not showing up so I panicked then restarted th pc .

I bought this in dec so it's new.


Here are my specs:

Processor: I5

Old video card: amd 5500 2gb hd



Here the methods I used.
1. Clean uninstall then went to the store where I bought it and they said it's the software and my OS cuase it got corrupted so I formatted my OS to windows 7 again

1.5 updated the bios

2.connected the video card to the second slot but it's not reading
(The video card is connected properly and I also tried to set the default to pci e and still not working)

3. Formated windows 7 then upgraded to win 8

3.5 tried old driver and the latest from nvidia updated all drivers for windows

4. Put the old video card and it works
Pci slot is working fine

5. I'll test the new video card later in a tech shop near by later even though its working and its fan is spinning

Still the same error and it's not showing in dev manager whenever I re-installed my new video card I felt that I exhausted my options here.

So me and my cousins worked with when they were free yesterday cause we study the same field of computer more brains more solutions right?

Either way it still doesn't detect in device manager or install

Please help cause this has been going on now for 2 weeks

Well that was quick
Yes the 6 pins are connected and I did use the video card before and it was worked fine with 650 psu.

The video card fan was spinning so I assumed
That there is enough power for it to turn on or be detected.

Well I'll try have the shop to measure the volts needed cause I bought this card with the psu .

Tried the gtx 970 from one of my friends and it didn't work thank you for answering everyone it looks like I'm going to use my warranty I knew there was something strange when I tried everything like formatting and upgrading my bios and windows and looks like I didn't know the hardware that I bought is sensative to update fail and I know this was supposed to work after clean install and formatting or bios update and its supposed to be read by my mobo and psu .

The vga might be defective or the store got it from somewhere over the rainbow and didn't know that it's defective happen either way thank you for your time answering.
